Systemic underpayments by health plans threaten the stability of America’s healthcare system. For example, emergency physician groups and emergency departments have been forced to reduce coverage, ERs have closed, and some groups have been pushed into bankruptcy. 

This issue impacts the availability of quality physicians, narrows patients’ insurance networks, and contributes to hospital closures. These problems cannot go unchecked as payers threaten the quality and accessibility of patient care.
